It’s called a Cuban Rumba dress.
The first link has a picture, and describes how to make one.
The second link has prices for a “Spanish costume” and it’s $280.
The 3rd link has an outfit for $54, but it’s a ’50′s Lucy style.
(It’ll be much better to try to make one, esp. since it’s only for one party.)
